I doubt you are allergic to water, but maybe your water has a lot of chlorine or some other additive you are sensitive to? If you take a shower in a different city, do you still have the same symptoms?

If it is even worse with pool water, it is probably chlorine that is doing it. You might be able to get some kind of filter installed between the water supply and shower if the problem is severe enough to warrant it.
