All birds have amazing eye sight. Even chickens! They can see two different things at once....kinda like those lizards with eyes that can see from many different angles. It's the same with birds. I'm not sure what bird has the best eye sight...I should say there all very similar in capabilities...Owls, I assume, would have the best though. They have all the eye power of an eagle, except they can see at night and turn there head right round to get an even better view than other birds.

i cant comment on all birds of prey, but the Falcon has a small area of its eyes which massively magnifies what its looking at - enabling it to almost zoom into its prey from very high up in the sky.
also, the colour of a raptors eyes, dictates what time of day they usually hunt. e,g. orange eyes are usually a sign of dusk or nighttime hunters.
Owls, rely more on hearing than eyesight, although their sight is very good too.
so, in answer to your question i would say no, not all birds of prey have equally good eyesight.
