The legal distance for examining the eye is either 6 meters or 20 feet, because it is rare to have rooms this big we usually use a 3m (10 feet) room and use a mirror to reflect the chart making the distance of the chart twice as long.
When the near vision is tested a hand held reading book is used with different texts, each getting smaller, this is held at your normal reading distance.
In the UK it is a legal requirement to examine the distance vision and the near vision. The only time I don't use the 6m chart is if someone has such poor vision that they have to get closer to the chart to see it, then I will measure the exact distance that the patient has to use to see the letters.

There is no "legal" distance for an eye test. However, you have to stand at a certain distance which will vary depending on the size of the letters/text/signs that you have to read.
