We consider you to be legally blind if your vision cannot be corrected to better than 20/200 in your better eye, or if your visual field is 20 degrees or less in your better eye. thank you.

Means that if your " best" eye of the two CAN'T be corrected to 20/200 or better WITH glasses ON...
Or if you are limited to 20 degrees of visual field, which is tunnel vision , then you can be classified as legally blind.
How bad the vision is without glasses makes no difference , or if one eye is totally blind makes no difference as long as the " best eye " can be corrected to 20/200 or better there is no legal blindness.
20/200 means not being able to ( or barely able to ) make out the big E on the chart , WITH glasses on
