Is it normal to see rays of light from lights photo inc.?!

Question: Is it normal to see rays of light from lights photo inc.?
okay so I've wondered this since I was little, if it's normal to see rays or beams of light coming from headlights or telephone poles or even my phone screen and tv screen....sometimes I can make the beams go away on my phone or tv by opening my eyes really wide but not on street lamps of headlights or stop lights...is this normal? is it a sign of something? Is there any way to fix it?
here's a photo representation of what I see everyday

Seirra...
This is normal... It's due to a PHYSICS phenonmenon called DIFRACTION.

When light (say from a round spot light) goes through a very narrow slit, it bends around the 2 edges of the slit to form a line.

Now if light goes through grid lines (say like your window fly/security screen), then the light bends around all the 4 edges to form this 'plus' or 'cross' pattern.

Now the front layer of your eye, called the cornea, has a middle layer called the STROMA which is made up of very fine collagen fibres arranged in a gridlike pattern. And it's this grid pattern that 'scatters' lights to give you these 'rays' of lights.
