I use a Neutrogenia moisturizer that is made to reduce dark spots. I've been using it a little over a month and I've noticed a difference. I paid about $12 at Walgreens for it.

Esoterica - you can get it online or at Walgreens for about $10 and it REALLY WORKS! Doesn't smell so great but can be tolerated. Good luck!

If they are actually scars, then I recommend Mederma, or Derma Blend. These are slightly more expensive, but Mederma actually heals the scars completly, and Derma Blend is good enough to cover up a black tatoo that covers most of the small of your back. And yes, I have tried both of them.
