That's totally normal at your age! Nothing to worry about. I was that size at that age, and I'm still an A-cup! But then again, I have friends who were the same as me at that age - and ended up with C-cups! It's almost 100% genetic; so take a look at your mom or other older women relatives to get an idea of what's in store. Also, your breasts won't stop growing completely (aside from gaining weight in general and menstrual-related water weight that comes and goes) until your 20s, so if they're still small now, there's plenty of hope for your boobs for another 10 years or so. ;) Also what stage of puberty you're at makes a difference. When you first get your period you gain on average 15 pounds which lends to some breast growth after the buds (breast tissue) grow (which can happen months or years before you start your period).
You've got a long way to go, so just be patient. Check back in 10 years, and if you're still small, we'll give you some tips on how to be happy with them (and yourself) the way you are. =)
P.S. Great tip for you: padded bras work WONDERS. American Eagle's 'Paige' bra (push-up) is padded enough that I can get away with wearing a 32B even though I should be a 34Aish. And they look totally natural on you, like they're really your own boobs! haha. So give that a try. Victoria's Secret Pink is kind of the same way; some of the bigger sizes actually fit smaller, so don't be afraid to try different styles in different sizes!
I was the same as you sweetheart. Mine didn't fully develop until I was 18. Be patient!
Honey, Every girls are difference size and shape. There is no compare the size the breast. You need to be patient when you breast to be development.
I was a 36D, I grew a lot that year. But now I am a 34c.. go figure...
I wouldn't worry about your size, you might get bigger. Everyone grows at different ages.

Same as you. By the time I was 21, I was 32C. I'm a later bloomer and mine grew very gradually!

I am so envious. I was a 36D at that age. When I was 11, I literally went from nothing to a B cup overnight. Right now I'm a 40F or G. Believe me, I've wanted a reduction since I got them at age 11. Be grateful for what you have!
