I am 23 and still growing. I was a full b when I was 17 now I am almost a full DD, so yes you have plenty of time to grow!!!

yes, I'd think so. Puberty of girls ends around 21, with some variation depending on your diet and exercise. In other words, there's still lots of "room for development". *Certain specific excercises also may help your boobs to grow better too
Yes, breast size often changes through-out your life. Also with weight, hormones, musculature etc.
Try a better fitting bra if you want to look bigger.
