Pretend she does not even exist. If she speaks, do not answer. Do not have any eye contact and if she gets too bad ask you teacher to move her. It is hard enough trying to learn in school, let alone when you are being harassed. Tell he she is not worth your time and effort and you have nothing further to say to her. Tell he aggravate someone who cares. She probably is very insecure so she acts out to get friends but she will soon learn that does not work with good decent people who are trying to get a good education.

If she does anything to make a scene, or hurt you in any way, just tell a teacher or school counselor. . . If she won't stop, then ask the teacher for a different seating assignment. That's what I did.
