Many 14 and 15 year olds have breast reductions. The PS's don't like to unless the size of your breasts affect your daily activities though, since you are not done growing until you are in your mid 20's.
However, if you have a lot of back pain, they will take that into consideration. Just be warned you may need another reduction in the future!

If your back starts bothering you or you start have other problems that you think might be realted to the size of your breasts then you should just ask your mom about it and you two can go to a doctor for professional help.
I don't think unless you have severe problems related to them, then a doc may not want to do a reduction at your age. I have had mine for a long time and as I got older the problems got a bit worse, but not to the point for a reduction. If there aren't any problems related to them, the insurance company may not cover it either. It is a major, major surgery.
I agree with Paladio that if you have back pain you should go see a doctor, and if not, you're still going through puberty, so any doctor doing a breast reduction surgery wouldn't do it on anyone unless they're fully grown. By the way, I'm a 30A and I'm 14 too. Wanna trade? I can't fill out my spring formal dress. . . . .
I would go speak to your doctor if you are having any discomfort. If not then you might also want to wait until they stop growing. Then get a reduction. I don't think there would be any issues with getting it done at you age as long as you are healthy and if you doctor says it's ok to do so.

I'm 16 and I have 36Dcup, They look pretty normal on me, I'm not big or anything 5'6 145, I look normal. I thought about having a reduction too, but its not worth it, you'll grow into them or out of them! lol
If you are having back problems, or your doc or chiropractor thinks you could as you get older, you should consider it.
