The number refers to the chest diameter, not the cup. C cup is about average, slightly bigger than a handful. But the 40 suggests she's pretty broad, if you know what I mean.

eh it can be... my friend whose 13 is a 38c... she's big...
but for a 40c ... she must be pretty fat... a 40 band is HUGE. thats not what you want big, you want the cup bit (the letter).
40 band = bad c cup = ok
