Question: If your store doesn't usually measure people for their bra fittings, but has a policy that they instead suggest a bra size and then you try it on, would you be alright with a young girl coming and asking whether you could measure her PROPERLY for a bra? Would it be awkward at all?

Department stores do not measure women for bras because of the sexual harassment laws. The method is very simple, and you could have a friend do it. The link below will give you the method.
Go to JCPenney or Victoria's Secret, I've had bra fittings at both of those places and they were very helpful. You don't take off your shirt of anything, they just measure around your bust in 3 different places, it takes all of 5 minutes.
