depends on the person... some can be full "grown" by 12, others by 20-22. (usually the standard age-range of "stabilization")
But the fact is, that through time, they will continue to change.
Pregnancies can also cause changes in either way (small to big and big to small).
18-20 i think
normally around your age, but can be up to about 18 or 20.
