If its acidic smelling (like vinegary) its normal!. But if its too acidic than she should probably drink more water!.
If it smells fishy, she has an infection and should see a Dr!.
EDIT: Yes the wetness is normal and drinking water will help hydrate/flush her body!. Its almost like diluting her fluids!. Ever noticed how sometimes your pee is a darker yellow color while sometimes its clear!? Its all about fluid intake!. It has nothing to do with cleanliness!.

mm, nop is not normal, it may be a little wet or smell funny sometimes but not all the time, it could be some chronic vaginal infection due to bacterias or something, she should by some medWww@Answer-Health@Com
