Question: Do nipples affect a woman's breast development!?
I know this is a really odd question, but its for an idea for creative writing!. But here it is: If a woman's nipples are cut off at a young age, will that affect the breast development!?

It is an odd question and I wonder exactly at your motivations!. however, medically speaking there is no relationship between mutilation and development!. They will simply develop with scar tissue where the nipple should have been - the same as a skinned knee may leave a scar for life but the underlying tissues will continue to grow and develop!.
For people who have had to undergo the loss of a nipple(s) due to an injury, burn, or medical issue such as cancer, cosmetic surgery can restore the look of a nipple to some degree, but never the function for nursing or sexual stimulation!.
By the way, I can tell you as a writer with several published books that publishers will not consider this type of material regarding the mutilation of sexual (genitalia) or quasi-sexual (breasts and nipples) on an underage female!. In some areas this may be considered a form of child pornography!. These laws apply to written materials not just photographs or videos!. Please read the statues carefully in part they state:
"Depicts a minor engaging in sexually explicit conduct and is obscene, or depicts an image that is, or appears to be, of a minor engaging in graphic bestiality, sadistic or masochistic abuse, or sexual intercourse, including genital-genital, oral-genital, anal-genital, or oral-anal, whether between persons of the same or opposite sex, and such depiction lacks serious literary, artistic, political, or scientific value!."
You may think your work has literary value but removing nipples at a young age would be considered by most people to be sadistic abuse covered by the laws on child pornography and your idea of creative writing does not mean a publisher or for that matter local law enforcement will agree with you!.Www@Answer-Health@Com

It will not affect breast development!. Nipples are only for milk ducts!. A specific tissue inside the chest wall is what develops breasts, and this tissue does not exist in nipples!.
