I was at my cousins "Annie" wedding, and i was drinking with her Friend. I then asked her Friend to leave with me to a more quite spot to smoke & drink and she said Ok. We were talking for 20 min i then asked for her number. She said some like "Really my at&t is about to get cut-off but Annie is going to have my new # just ask for it". After this i was quite (Shocked) & once the Joint was done she said i'm go back to the party ok.

Was this rejection?..I don't think i'm ugly i had women hit on me before many times

But, it sounds like you caught her off guard, she was probably just a little taken aback and not used to someone coming on that quick.
The only way you'll be able to tell is if "Annie" gives you her new number, and if it doesn't happen, hopefully you caught her name and can ask your cousin about her and maybe get her number that way.
But don't be a creeper. If you get her number and she turns you down let it go haha!
I'm putting money on that it could go either way and that you shouldn't read into her reaction too much, she might have just been caught off guard.
